Charles Daniel Forrer was born on November 11th, 1869, at Mossy Creek, Virginia. In 1889 he obained an appointment to the United States Military Academy at West Point, New York, from the state of Virginia, and entered the Military Academy as a Cadet on September 1st, 1889. However, he resigned his appointment to the Military Academy on December 23rd, 1889. Upon returning home he entered the University of Virginia and graduated in 1893. Following his graduation he was admitted to the State Bars of Virginia and West Virginia in 1893, and moving to Parkersburg, West Virginia, he opened a law office known as Marshall & Forrer.
With the explosion of the U.S.S. Maine in February of 1898 the United States began to prepare for a coming war with Spain and upon the declaration of the war between the two nations Charles enrolled on April 23rd, 1898, for one year's service, and was mustered into service as the First Lieutenant of Company A of the 1st West Virginia Volunteer Infantry Regiment on May 11th, 1898, at Camp Lee in Charleston, West Virginia. Lieutenant Forrer served with his company at Camp George H. Thomas in Chickamauga, Georgia, then at Camp Poland in Tennessee, and moved with them to Camp Conrad in Columbus, Georgia, to prepare to be discharged from U.S. service. He was mustered out of service with the company on February 4th, 1899, at Camp Conrad in Columbus, Georgia.
Following the Spanish American War he was employed as a City Attorney in Parkersburg from 1899 to 1909, and as a Judge in the Criminal Court of Wood County, West Virginia, from 1903 to 1904.
Charles Forrer died in 1943, and was buried at the Riverview Cemetery in Parkersburg, West Virginia.
