He was the son of Richard Spencer and Mary Earnshaw. He married Jerusha Kibbe Elmer on 7/4/1858 and Lucy Lodica Elmer on 10/4/1860. He arrived in Utah in 1852 with the Third Company under Captain Thomas C. D. Howell. He was the father of George Francis Spencer and the grandfather of Pearl Eva Spencer.

He came to America from Liverpool England with his parents on the ship "Sheffield" on 11 Mar 1841, landing in New Orleans, LA.
