Major Garnett was a West Point graduate (1841) who served in the United States Army until April, 1861. While serving at the Presidio of California he designed the Great Seal of the State of California which was adopted by the California Constitutional convention of 1849 in Monterey, California.
In April, 1861, Major Garnett resigned his commission in the Army of the United States and was commissioned as Adjutant General of the Army of Virginia, Confederate States of America. In June, 1861 he was assigned as Brigadier General of the Provisional Army, CSA. BG Garnett was killed in combat at Carrick's Ford, West Virginia, July 13, 1861. According to the memorial he was the first General Officer to die in the Civil War. He is buried alongside of his wife in Green-wood Cemetery in Brooklyn, New York. His headstone makes no mention of his military service, nor his role in history.
