Paraguayan Politician. He served as the 11th President of Paraguay from November 25, 1890 to June 9, 1894. When the War of Paraguay against the Triple Alliance started, he joined the Health Department in the Army and later, was taken prisoner. In 1869, he returned and later became a mason. He also got involved on the political scene and in 1890, he became president of Paraguay. He served in this position for four years before stepping down in 1894.
