After graduating from Yale University in 1903 and from the law school of Columbia University in 1906, he was admitted to the bar and began a lifelong legal practice in his hometown of Reading, Pennsylvania. He was a member of the Pennsylvania House of Representatives in 1908 and 1909, president judge of the Orphans' Court of Berks County in 1914 and 1915, and a delegate to the Republican National Conventions in 1916 and 1924. Bushong was elected as a Republican to the Seventieth Congress, representing Pennsylvania's 14th District, and served from 1927 to 1929.
