US Congressman. He was admitted to the bar in 1870, opened a law practice in Nashville, Illinois and was the city's Mayor from 1878 to 1884. From 1876 to 1896, he was a delegate to all State and National Democratic Conventions and was a member of the State Senate, 1884 to 1888. In 1889 he was elected as a Democrat to the US House of Representatives, serving until 1895. Not a candidate for reelection, he resumed his law practice and was appointed Commissioner of Internal Revenue by President Cleveland, serving from 1895 to 1899.
