| Birth: | Nov. 10, 1833 | | Death: | Feb. 7, 1899 |  Civil War Union Brevet Brigadier General, Wyoming Territorial Governor, US Diplomat. Served in the Civil War first as a Captain in the 1st Kansas Volunteer Light Artillery. He was then detailed to the staff of Brig. General James G. Blunt, where he served as Assistant Adjutant General. When the 11th Kansas Volunteer Infantry was formed, he was promoted to be its Lieutenant Colonel. Finally, he was promoted once more to be the Colonel and commander of the 11th Kansas Volunteer Cavalry. He was brevetted Brigadier General, US Volunteers on February 13, 1865. After the conflict, he served as Kansas' Adjutant General from 1883 to 1884, as Territorial Governor of Wyoming from 1887 to 1889, and as United States Minister to Bolivia from 1895 to 1897.
