He graduated from the Istanbul Naval Academy and served in the Turkish navy, rising in the ranks until achieving the rank of admiral before retiring in 1980. When the military took over the government in a coup in 1980, Ulusu was named as prime minister under President Kenan Evren. He served until new elections took place in 1983. During his military career, he received various awards including the Distinguished Service Medal from the United States.
