Son of William Pinkney and Leer (Plemons) Harper, Frank was born in Ellijay, GA. In the early 1880's Frank, along with his brothers James & Fate, moved to West Plains, Mo., and became farmers. He married Lillie A. Wicker on 13 Jun 1895, and they became the parents of William Jack Harper and Lenora May Harper Beltz. After Lillie's death in 1899, Frank married Narlena Alice "Allie" Roberson, and they had 5 children: Susie M., Mary W. "Thelma", James Raymond "Ray", Lenzy, and Elvis R. All of Frank's children are buried in Fowler Cemetery.
