From 1936 to 1941, he served as economic adviser to Philippine President Manuel L. Quezon, a member of the State National Economic Council and on the Joint Preparatory Committee on Philippine Affairs. In 1938 he was appointed Resident Commissioner to the United States Congress and served until his resignation in 1944. He relocated to America and was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of the Philippines to the United States, serving from 1946 to 1952. From 1953 to 1965, he was Minister of Foreign Affairs of the Republic of the Philippines and economic adviser to the Philippine Mission at the United Nations, with rank of Ambassador.
