US Congressman. He was a member of the Maryland State House of Delegates for several years and a delegate to the State Convention which ratified the Federal Constitution in 1788. In 1795, he was elected as a Pro-Administration candidate to the Third Congress to fill the vacancy caused by the resignation of Uriah Forrest, serving one term.
