US Congressman. Elected as a Jacksonian to represent Indiana's 6th District in the Twenty-Third and Twenty-Fourth Congresses, he served from 1833 until his death in office. Kinnard was born in Pennsylvania, and raised in Tennessee after the death of his father. In 1823 he moved to Indianapolis, Indiana, where he studied law and was admitted to the bar. He served four terms in the State House of Representatives (1827 to 1830), was Marion County Assessor (1826 to 1827) and County Surveyor (1831 to 1835),and was appointed a colonel in the State Militia. Kinnard died in Cincinnati, Ohio, from burns he received in an explosion aboard the steamship Flora on the Ohio River on November 26, 1836. There is a cenotaph for him at Washington DC's Congressional Cemetery.
