A graduate of Brown University and Boston University Law School, he was a veteran of the Mexican Border conflict and World War I. He served on the Providence City Council, as the U.S. District Attorney for Rhode Island from 1921 to 1926 and as Lieutenant Governor of Rhode Island from 1927 to 1928. When Governor Aram J. Pothier died in office in 1928, Case was sworn in, holding the office until 1933. After his time as Governor he spent eleven years with the Federal Communications Commission before returning to the practice of law.
