Son of Charles H. Hoy and his wife, Lillian Jane (Johnson) Hoy.

Charles served in the military during World War I, enlisting on 4 September 1917 and honorably discharged on 5 August 1919. He married Caroline C. Bersch (1900-1970) on 25 August 1919 in Trenton, New Jersey. They were the parents of 3 children.

The 1930 US census shows that daughter Helen was born in New Jersey, but shows daughter Frances as "adopted" and born in Pennsylvania. Charles and family moved to Monmouth in 1937, then to Kirkwood in 1954. Charles was a member of the Coldbrook Christian Church. He followed the family trade of carpentry.
