Son of Charles H. Hoy and his wife, Lillian Jane (Johnson) Hoy. Clarence married Alma Bell Peterson on 12 October 1912, in Galesburg, Knox county, Illinois. To this union, two sons were born:

Jack Arthur Hoy (1913-1991)
Clarence Hoy (d. at birth 16 Oct 1916)

On 10 November 1945, Clarence was roofing a barn with his cousin Ralph G. Hoy near Cameron. Ralph was on the ground handing up sheets of metal to Clarence on a windy day. Clarence yelled down to Ralph that "It is getting away from me". Ralph ducked from the bottom of the ladder, then turned to see both the metal and Clarence laying on the ground. Clarence suffered a broken back and skull fracture from the fall. He was taken to Cottage hospital in Galesburg, but never regained consciousness.
