President of Paraguay. A member of Paraguay's Liberal Party, he served as president from 27 January 1932 to 15 August 1932 and again from 15 August 1928 to 23 October 1931. Prior to becoming president, He studied at Colegio Nacional de la Capital and in 1901 he graduated with a bachelor's degree in science. In 1910 he graduated as a doctor in law and social sciences. He began his political career by affiliating with the Liberal Party as early as 1903. He rose to the highest ranks within the party, as well as within the legislative branch of government. He was elected deputy in 1912, and in 1918 was chosen president of the Chamber of Deputies. Two years later, he became interior minister. He then won the 1928 presidential election. He is best remembered for the worsening dispute with Bolivia over the Gran Chaco region. The ensuing tensions indirectly brought about his downfall. University students protested his government's weak response to Bolivian incursions by staging a rally in front of the National Palace. The police fired on the group, killing eight and wounding thirty. Horrified by these events, he resigned the presidency two days later. He died in exile.
