The following is paraphrased from the obituaries found on both Texoma newspapers, Sherman Democrat (Page 1), Sherman, Texas and Denison Herald (Page 2), Denison, Texas, on October 12, 1986.

Admiral Phillips was born in Tullahoma, Tennessee, the son of Charles T & Virginia May (Paschal) Phillips. He died in a local medical facility in Sherman, following an extended illness.

Admiral Phillips attended Massey School in Tulaski, Tennessee, before his appointment to the U.S. Naval Academy. Following his graduation and commission as an Ensign in June 1917, he progress through the ranks until his promotion to Vice Admiral in October 1953.

Upon graduation Ensign Phillips was assigned to a Cruiser on escort duty during World War I.

Between the two World Wars, he was Commander of a Submarine, an instructor at the Naval Academy, Intelligence Officer in the Canal Zone and a Cruiser Commander.

Early in World War II, Admiral Phillips was Commander of a Destroyer Division in the North Atlantic before becoming Commander of a Cruiser in the Pacific Theater of operations.
In the Pacific, his command experience included the operations at the Gilbert and Marshall Islands, the first battle of the Philippines Sea and strikes against Guam and Saipan.

Post-war assignments made him Chief of staff to the Pacific Fleet Cruisers and Destroyers, Commander of a Cruiser Division, Commander of a Destroyer Fleet, Commander of the Guantanamo Bay Naval Base in Cuba, Commandant of the Eight Naval District, assistant Chief of Naval Operations for the Naval Reserve, Chief of Staff to the Commander in Chief of the Pacific Fleet and Commander of the First Fleet.

His many decorations included the Distinguished Service Medal, Silver Star, Legion of Merit, plus many lesser decorations received during the three wars in which he took part.

Admiral Phillips married Miss Agnes Cherry in 1920 in Sherman, and upon his retirement August 1, 1955, they made Sherman their home. She preceded him in death in 1969 and is laid to rest with him at the Mausoleum in the West Hill Cemetery in Sherman.
In 1971 he married a widow, Mrs. D.C. Enloe.

He was survived by his wife of Sherman; a step-daughter, Eleanor Kaiser of Shreveport, Louisiana; two grandchildren; and six great-grandchildren.

He was a member of Saint Stephens Episcopal Church, Sherman, where funeral services were held with Reverend James W. Garrard officiating
