He was admitted to the bar in 1870, commenced law practice in Bridgeport, Connecticut and was the prosecuting attorney for Bridgeport in 1872. From 1874 to 1877, he served as judge of the common pleas court for Fairfield County, as a member of the State House of Representatives in 1880, served in the State Senate in 1882 and was Mayor of Bridgeport in 1878, 1889 and 1890. In 1891, he was elected as a Democrat to the Fifty-second and Fifty-third Congresses, serving until 1895. A unsuccessful candidate for reelection, he later served two terms as judge of the common pleas court for Fairfield County.
