He studied in the Philippines and the United States, and received law degrees at Indiana University (1907) and Yale (1909). Delgado briefly practiced law in Indianapolis before returning to the Philippines, where he worked as a clerk in the court system until 1913, and then began a private practice. During World War I he served in the Philippine National Guard and as a member of the Council of Defense. From 1931 to 1934 he was a member of the Philippine House of Representatives. In 1934 he was elected as a Nationalist to serve as Resident Commissioner to the US House of Representatives, holding office from January, 1935 to February, 1936. Delgado was a Judge on the Philippine Court of Appeals from 1936 to 1937, afterwards resuming the practice of law. He was a delegate to the San Francisco conference that created the United Nations in 1945, and from 1946 to 1951 was a member of the Philippine War Damage Commission. He was a member of the Philippine Senate from 1951 to 1957, and in 1958 was appointed Philippine Ambassador to the UN, serving until 1962. He then retired, residing primarily in his home province of Bulacan. (bio by: Bill McKern)
