US Congressman. He was a member of the Mississippi State House of Representatives, 1878 to 1882 and 1884 to 1888. From 1889 to 1896, he served in the State Senate and was a delegate to the State Constitutional Convention in 1890. In 1897, he was elected as a Democrat to the Fifty-fifth Congress and served until his death.
