US Congressman. Moving with his parents to Iowa in 1873, he engaged in the grain business and was president of the Williamsburg Telephone Company. He was Mayor of Williamsburg, Iowa, postmaster and president of the Williamsburg Fair Association. In 1915, he was elected as a Republican to the Sixty-fourth Congress and to the next four succeeding Congresses, serving 1925. An unsuccessful candidate for re-nomination, he was appointed by President Coolidge as Commissioner General of Immigration, serving from 1925 to 1933.
