Born in Midland Virginia, he graduated from the US Naval Academy in 1912 and served as commander of First Submarine Division, Asiatic Fleet during World War I. After the war, he was a teacher at the Naval Academy, the Chief of Naval Operations, 1937 to 1939 and promoted Rear Admiral in 1942. During World War II, he was Commander of the Submarine Force Pacific and improvised the effective tactics for US submarines which accounted for more than fifty percent of enemy ships lost during the war. At the war's end, he served as Naval Inspector General, Office of the Chief of Naval Operations, Navy Department, Washington, D. C. He retired from the Navy as a Vice Admiral on September 1, 1947.
