| Birth: | Jan. 19, 1816 Boone County Kentucky, USA | | Death: | Jun. 11, 1876 Bloomington Monroe County Indiana, USA |  US Congressman. He was raised in Indiana, graduated from Indiana University, and became an attorney. From 1846 to 1847 he served in the Indiana House of Representatives. In 1851 he was appointed Associate Justice of the federal court for New Mexico, serving until 1854. In 1860 he was elected to the US House of Representatives as New Mexico's non-voting Delegate and served one term, 1861 to 1863. In 1868 President Johnson appointed Watts Chief Justice of New Mexico Territory's Supreme Court, and he served until 1869. He then practiced law in Santa Fe until early 1876, when he returned to his former hometown of Bloomington, Indiana. (bio by: Bill McKern)
