US Congressman. Elected to represent Pennsylvania's 1st and 2nd Districts in the United States House of Representatives, he served from 1927 until his resignation in 1934. He also served as an Assistant to the United States Attorney for the Eastern District of Pennsylvania from 1888 to 1892, as United States Attorney from 1896 to 1900, and as the Solicitor General of the United States from 1921 to 1925.
