He came to the United States from Norway when he was 18 years old. His political career began as a village president of a small town in Wisconsin. He later represented the Republican party in the Wisconsin State Assembly from 1893 to 1899. In 1898, he was elected as Wisconsin state treasurer. From there he became lieutenant governor alongside governor Robert M. La Follette, Sr. In January 1906, when La Follette resigned as Wisconsin governor to join the United States Senate, James O. Davidson became acting governor. Later that same year, he was elected governor and again was reelected in 1908 and served as governor until 1911.
