Son of George and Delinda Lowery Petty. George was a free mulatto in South Carolina during slavery. Probably in search of more freedom for his children, he gradually moved his large family north and west to Tennessee and then just across the Ohio River into Indiana before the Civil War broke out.

In a statement (related to Eli James Petty's Civil War pension) made by Carrie Petty, widow of Eli's brother Will Petty, from September 12, 1913: "Mr. George Petty, father of Eli J. Petty came from Dowden, Tennessee to Jeffersonville, Indiana in the year 1856 and lived at that place until his death. The son, Eli J. Petty lived with his father and afterward with the mother up until the war when he enlisted in Company A, 60 Indiana Infantry."

Eli Petty moved to Kansas about 1872 after his first wife died.
