An automobile dealer from Arlington, Snell won election to the Oregon House of Representatives from 1927 through 1933. From 1934 until 1943, he was Secretary of State of Oregon. Prevented from running for re-election, he successfully challeged the incumbent governor for the Republican nomination in 1942 and won the general election with 78 percent of the votes over his Democratic opponent. He was overwhelmingly re-elected in 1946. Snell was successful in moving the Republican legislature toward acceptance of many New Deal measures that had achieved public acceptance.
