He was admitted to the bar in 1906 and opened a practice in Des Moines, Iowa. From 1908 to 1935, he was an instructor in the law department of Drake University and lecturer on law, Still College, Des Moines, Iowa, 1911 to 1933. He was judge of the police court Des Moines, 1912 to 1914 and judge of the ninth Iowa judicial district, 1915 to 1927. He was a member of the Iowa State Conference of Social Work and served as chairman of the legislative committee, 1923 to 1925 and served as an associate justice of the State supreme court in 1932 and 1933. In 1935, he was elected as a Democrat to the Seventy-fourth Congress, serving until 1937. Not a candidate for renomination, he was elected chairman of the Iowa State parole board and State Democratic National committeeman serving, 1937 to 1940. He was the cousin of Iowa US Congressman, John Gregg Utterback.
