Walter Donald Bettencourt was the son of Antone F. Cardoza Bettencourt and Helen "Nellie" Lawrence. His father and maternal grandparents came from the island of Sao Jorge, Azores. He was one of six boys born to his parents, Antonio who died in infancy, a second Antonio, Thomas, George, Walter, and Arthur. His father died in 1907, when Walter was 4, and his mother also died early, in 1912, when Walter was 8 years old. The Bettencourt boys were raised from that time on by their mother's sister, Mary, and her husband, Thomas Frates. Walter married Ermaline Vargas, daughter of Manuel P. and Rosie Vargas, on February 10, 1926 at St Michael's Church in Livermore. They were blessed with four children, Howard, Norman, Shirlee and Patricia. Walter was a handsome man with a youthful face, even until his older years.

Walter raised cattle and farmed beans, grain, barley and wheat. He worked in Livermore for 30 years, in Brentwood for 15 years, and in Linden for 14 years. He lived in Brentwood for the last 7 years of his life. He was a member of the Alameda Contra Costa County Farm Bureau, Cattleman's Association, the Citizens Land Alliance of Contra Costa County and the Contra Costa County Soil Conservation District. He was also a member of the Alameda County's Sheriff's Patrol and was a founding member of the Tassajara Fire District.

He was on the Board of Trustees of the Highland School District and was a member of the UPPEC Lodge in Livermore. He belonged to St. Michael's Church. He donated the statue of Our Lady of Fatima which was placed in the parish hall.
