He was born in Zhejiang Province and joined the Communist Party in 1966. He served as the mayor of Shanghai from 1991 to 1994, and as Shanghai's Communist Party boss from 1994 to 1995. In 2002 he was elected to the Communist Party's Politburo Standing Committee, where he became the nation's sixth most powerful figure in the Chinese Government. He served as deputy prime minister in the Chinese State Council, and was responsible for overseeing and reforming the nation's banking system. He died from pancreatic cancer at the age of 68.
