Lowell was born to Henry and Marcella (Conley) Daisley. He was raised and schooled in Hartford City, IN and he graduated from Hartford City High School.
He enlisted in the U.S. Army and served his country for two years during the Korean Conflict from 1954 until 1956. He then attended and graduated from Ball State with a degree in business. Then he worked for the Mead Packaging Company.
Lowell moved to Omaha, NE in late 1960’s and he started the Daisley Packaging Corporation which he owned and operated until the early 1990’s when he sold his business to the Larson Packaging Corporation. Later, the Larson Packaging Corporation sold to Unisource in 1998 which Lowell then retired from in 1999.
He met Mary Teater and they were later married on June 18, 1987 in Kansas City, MO. Lowell and Mary moved to Cedar Creek in 1989.
He was a member of Church of the Holy Spirit and the Knights of Columbus Father Shine Council 1966 both of Plattsmouth. Lowell held various positions with economic development in southeastern Nebraska and he served an eight year term as the mayor of Cedar Creek.

Great grandchildren: Olivia, Aaron and Calvin
