He graduated from the University of Pennsylvania in 1773 and became an attorney, also managing his family's farm while his father took part in the Revolution. In 1779 Seney was appointed High Sheriff of Queen Anne's County. He served in the Maryland House of Delegates from 1785 to 1787. In 1788 he was a member of the Continental Congress. In 1788 he was also elected to the first US Congress as an Anti-Administration candidate. He was reelected in 1790 and served from 1789 until resigning in 1792 to become Chief Justice of Maryland's third judicial district, an office in which he served until 1796. In 1798 Seney ran successfully for Congress again as a Democratic-Republican, defeating incumbent William Hindman, but died before his term started. His father in law was James Nicholson, the US Navy's first Commodore. His grandson was George Ingraham Seney, President of New York's Metropolitan National Bank and a noted philanthropist who contributed millions of dollars to colleges and hospital throughout the South at the end of the Civil War.
