He studied law, was admitted to the bar in 1854 and opened practice in Gloucester, Massachusetts. From 1855 to 1857, he was a United States assistant district attorney. He was a member of the State House of Representatives in 1871 and a delegate to the Democratic National Convention in 1872. In 1875, he was elected as a Democrat to the Forty-fourth Congress, serving until 1877. An unsuccessful candidate for reelection, he resumed the practice of law and was city solicitor of Gloucester, in 1874, 1875, 1877, and 1879.
