Thomas was born at Heber, Apache County, Arizona on August 27, 1885, son of James E. Shelley and Margaret Hunter. His parents were among the first settlers there in 1883.
He grew up knowing the struggles of making a living as a pioneer. His schooling was limited to a one room school house.
He opened a small mercantile store in Heber initially in partnership with Alva Porter) which Thomas and Eva ran for 46 years, and Thomas later became postmaster of Heber, a position he held for 34 years. Thomas and Eva sold their home and store on Jan 5, 1959 and moved to Mesa Arizona where they could work in the LDS Temple.
