He attended the University of Virginia, and earned his medical degree from the University of Maryland. As Assistant Surgeon with the Marine Hospital Service Regular Corps, which was later known as the Public Health Service, he received honors for his work to eradicate the bubonic plague in San Francisco in 1905, and in the eradication of yellow fever in New Orleans in 1907. He was promoted to Surgeon on May 17, 1909. After the death of the then current Surgeon General, he was appointed to that position by President William Howard Taft, and then reappointed for a second term by President Woodrow Wilson. He served in this capacity from January 13, 1912 to March 3, 1920. He also served as the President of the American Medical Association from 1916 to 1917. (bio by: Snarky Blue Alien)
