| Birth: | Dec. 6, 1865 Richmond County North Carolina, USA | | Death: | Jan. 22, 1928 |  Rear Admiral, United States Navy. He graduated from the United States Naval Academy in 1887. He saw action in China during the Boxer Rebellion, and was advanced five numbers for his intelligence missions behind enemy lines in Cuba during the Spanish American War. He later served as Chief of the Bureau of Navigation for the United States Navy, and commanded the USS Texas from 1916 to 1919, which included duty in the British North Fleet. On April 1, 1919, he was made rear admiral, and he retired in June 1919. The USS Victor Blue was named in his honor in 1937, but it sank in the Pacific during World War II. This was later replaced by the USS Blue, which was jointly named for the Rear Admiral and his son, Lieutenant Commander John Stuart Blue.
