Served in the Civil War fist as Lieutenant Colonel, then Colonel and commander of the 11th Maine Volunteer Infantry. He was brevetted Brigadier General, US Volunteers on February 21, 1865, and Major General, US Volunteers on March 13, 1865 for "gallant and meritorious services". Represented Maine's 4th District in the United States House of Representatives, serving from 1875 to 1877, and being elected to fill the vacancy caused by the death of Samuel F. Hersey.
