Son of Sir Richard Saltonstall of Yorkshire, England, Richard Jr.was born in Woodsome, York, England. He matriculated in 1627, to Emmanuel College, Cambridge, England. In 1630, he and his father, brothers and sisters, immigrated to Ipswich,Essex Co. Massachusetts and is considered one of the first settlers of Ipswich. Due to the health of his sisters, he returned to England with his father and sisters in 1631. There, he married Muriel Gurdon, in June 1633. He returned to Ipswich in 1635 and was active in the judiciary affairs of New England. He was also a member of the local militia, responsible for the frontier defense against Native Americans and attained the rank of Colonel in New England. He did visit England several times, the last in 1683, due to the health of his wife. He died in Hulme, England.
