He attended Dickinson Seminary in Williamsport, Pennsylvania and became a teacher. Urner later studied law and became an attorney in 1863. He was Frederick County State's Attorney from 1871 to 1875. In 1878 he was elected to the US House of Representatives as a Republican and served two terms, 1879 to 1883. He did not run for reelection in 1882 and returned to practicing law, also becoming active in banking and other business ventures. From 1888 to 1890 he served in the Maryland Senate. From 1890 to 1893 he was US Naval Officer for the Port of Baltimore, after which he returned to his law practice and business concerns.
