He graduated from Denison University in 1849 and became an attorney in 1852. He became Prosecuting Attorney of Franklin County in 1857. Converse was a member of the Ohio House of Representatives from 1860 to 1863. From 1864 to 1865 he served in the Ohio Senate. From 1873 to 1876 he served again in the Ohio House, and was Speaker from 1873 to 1874. In 1878 he was elected to the US House of Representatives as a Democrat. He was reelected twice and served from 1879 to 1885. Converse did not run for reelection in 1884 and resumed practicing law.
