He graduated from the law department of Harvard University in 1871 and commenced law practice in Pittsfield, Massachusetts. In 1873, he was appointed one of the special justices of the district court of Berkshire County, resigning in 1875. He served in the State House of Representatives in 1879 and in the State Senate in 1881 and 1882. In 1884, he was elected as a Republican to the Forty-eighth Congress to fill the vacancy caused by the resignation of George D. Robinson. He was reelected to the Forty-ninth, Fiftieth, and Fifty-first Congresses and served until 1891. Not a candidate for reelection, he resumed the practice of law and was a delegate to the Republican National Convention in 1900.
