In 1912 he was admitted as a member of the bar to the State of Utah and engaged in law practice in Provo. From 1918 to 1921, he was Utah County attorney and a member of the board of regents University of Utah, 1925 to 1935. In 1933, he was elected as a Democrat to the Seventy-third and to the six succeeding Congresses, serving until 1947. Not a candidate for reelection, he served as director of the Office of Land Management, Interior Department, Washington, D.C., 1947 to 1949.
