Ohio Governor, U.S. Senator, Judge, Civil War Union Officer. Born near Rainsboro, Ohio, he worked on his family's farm until he was 16 years old. He then volunteered to serve the Union Army in the Civil War and was mustered into Company A of the 89th Ohio Infantry as a Sergeant. He was promoted to 1st Lieutenant and fought during major engagements at the Battles of Chickamauga, Kennesaw Mountain, and the Atlanta Campaign. He received a promotion to Brevet Captain before he was mustered out of service with the rest of the regiment. He studied law and was a member of Cornell University's first graduating class in 1869. He was admitted to the bar in Ohio and practiced as an attorney in Cincinnati. In 1879, Foraker was appointed as Judge of the Superior Court of Cincinnati and presided over the court until 1882. While on the bench, he earned a reputation as an excellent orator and became a supporter of the Republican Party. In 1883, he lost the election to become Ohio's governor to George Hoadly. Two years later, he became the 37th Governor of Ohio, served from 1886 to 1890, and helped to establish the voter registration program. He was an unsuccessful candidate for reelection in 1889 and was succeeded by James E. Campbell. He resumed his law profession until he was elected as a Republican to represent Ohio in the United States Senate and served from 1897 to 1909. He sponsored the Organic Act of 1900 (also known as the "Foraker Act"), which established civil government in the new territory of Puerto Rico. He was reelected in 1902 and was an unsuccessful candidate for reelection in 1908. He was also a candidate for the Republican presidential nomination in 1908. He died in Cincinnati, Ohio in 1917 when he was 70 years old. (bio by: K Guy)
