Although born in Cincinnati, Ohio, he grew up in Newport, Kentucky and became a school teacher. He graduated from the Cincinnati Law School in 1870 and practiced as an attorney in Hamilton County, Ohio. He was elected as the Mayor of Wyoming, Ohio, served from 1880 to 1886, and was then appointed as the Assistant Hamilton County Solicitor until 1892. On December 3, 1894, he was elected by Congress to fill the vacancy caused by John A. Caldwell and completed the term. He was re-elected four times to represent Ohio's 2nd District in the United States House of Representatives, and served from 1894 to 1903. He was not a candidate in the 1902 elections and returned to Cincinnati and resumed his law practice. He was elected as Judge to the Hamilton County Court of Common Pleas in 1906 where he presided for six years.
