U.S. Congressman. He studied law, was admitted to the bar in 1882, commenced to practice law in Council Bluffs, Iowa and was judge of the fifteenth judicial district of Iowa (1890-1900). In 1900, he was elected to the Fifty-seventh Congress, reelected to the Fifty-eighth and to the next four succeeding Congresses, serving until he resigned in 1911. He was then appointed by President Taft to be United States circuit judge for the eighth judicial circuit and served until his death.
