El Salvadoran Statesman. He served as the President of El Salvador from June 1, 1994 to June 1, 1999. He graduated from an exclusive primary and secondary school Colegio Externado San Jose in 1966. He later attended the Universidad Nacional de El Salvador and earned a graduate degree in Jurisprudence and Social Sciences. Before going into the political world, he was a lawyer and a businessman. He was one of the founders of the right-wing party ARENA in 1981. He served as the mayor of San Salvador from 1988 to 1994. In 1994 he ran for president as the candidate for ARENA and defeated leftist candidate Dr. Ruben Zamora. He became president on June 1, 1994 and served in office until 1999 when he stepped down. During his term he was acknowledged as bringing back status-quo after a civil war that engulfed the nation for twelve years. He also tried to modernize the nation's economy and infrastructure. He passed away after a battle with cancer, which he was diagnosed with in 2016.
