He attended Fryeburg Academy, studied medicine, and in 1810 began a practice in Sanbornton, New Hampshire, later moving to Canterbury. Harper was a veteran of the War of 1812, serving as Assistant Surgeon of the Fourth Infantry Regiment. He served in the New Hampshire House of Representatives from 1826 to 1827, and was Canterbury Justice of the Peace from 1826 until his death. Harper served in the New Hampshire Senate from 1829 to 1831. He was President of the Senate and became Governor ex officio upon the resignation of Matthew Harvey, serving from February to June 1831. In 1830 Harper was elected to the US House of Representatives as a Jacksonian and served two terms, 1831 to 1835. He then returned to his Canterbury medical practice, and also became involved in banking, serving as President of Mechanics' Bank of Concord from 1847 to 1856. (bio by: Bill McKern)
