Charles was the son of Lebbius Manley & Polly Mary Johnston. He was also known to go by the surname of Manly and given names of C.R. Manley, R. Manley and Roswell Manley. Charles served in the Civil War (Union Side) as a Private of the 48th Missouri Infantry, Company I. He worked as a farmer all his life before and after the war. On August 4, 1864 in Nodaway County, Missouri he married Nancy Ann York, daughter of John York & Bathsheba Jane Musgrave. To this union, 1 son, John William was born and 7 daughters, Mandy Belle, Cora Alice, Ida Mahalia, Della Leona, Selenda Mertisha, Ella & Eva was born. After his beloved wife Nancy died July 1, 1891, Charles married to Belle Knapp. To this union, no children were born. On July 7, 1905 the following death notice was posted for Charles accidental death in the Atchison County Mail Newspaper.

"On Tuesday afternoon, C.R. Manley and two other men were engaged in moving a wind mill on his farm, near Valley View School House, and two of the anchor posts had been loosened when Mr. Manley began on the third post by trying to shake it and pushing it backward and forward. Suddenly the post broke and he was thrown backward, to near the edge of the well. Then seeming to lose his balance, plunged backward, head downward to the bottom, ninety feet below. Life was extinct when one of the two men reached him."

Charles is buried at the Fairfax Cemetery with his wife, Nancy.
