Statesman, Prime Minister of Portugal. He served on three different occasions. First, from February 22, 1893 to February 5, 1897, second, from July 26, 1900 to October 20, 1904 and lastly from March 19, 1906 to May 19, 1906. Prior to becoming prime minister he was a nobleman from the Azores. He earned a doctorate in law at the University of Coimbra in 1872. He left for Lisbon in 1877 where he practiced law, joined the Regenerator Party and entered politics. He was elected to parliament as a deputy in 1879. He served as attorney general of the crown, minister of public works, finance and foreign affairs and leader of the Regenerator Party. Accruing an outstanding reputation, he was made prime minister. He is best remembered for the important reforms he initiated. These included the Political and Administrative Statute of the Autonomous Region of the Azores in 1895, the pharmacy regime and the creation of the forest regime of 1901. The Decree of December 24, 1901, which regulates the forestry regime, is still in force today. Dying at only 57 years old, he already had the highest distinctions and national and foreign decorations.
