A member of the Texas Bar, he was serving as a Legislator in the Texas State House of Representatives when the Civil War began, and was expelled for refusing to take an oath of allegiance to the newly formed Confederate States of America. He was elected as a Democrat to represent three different Texas Congressional Districts in the United States House of Representatives. He first represented the 4th District from 1871 to 1875, then the 5th District from 1875 to 1877, then finally the 10th District from 1883 to 1885.
